sorry its a long read, but worth taking in and thinking it over, worth reading the second page at the link at the bottom.
you know somethign up when no new oil refinery has been built for some time.. you would only do this if you knew that the amount of oil produced in one day was not going to increase from this point to require them. and demand for oil just keeps going up.
