I think you've left out at least a hundred variables. Even if the TOL is issued within three months, which is no guarantee, there is no word as to what conditions will be imposed (of which many are likely).
I think it's unlikely that LYC won't at some point be operational, however when/where and at just what cost is the reason share price is and will remain under pressure. My advice to anyone looking to buy this stock is let it prove itself first.
