It's brexit. Cwe was eyeing off EU funding to be delivered in the next 6 months. Now there's a lot of uncertainty about where that funding will come from and whether the uk will change course more broadly as well in regards to renewable energy (and the generous subsidies wave energy would receive). Cwe still has lots to occupy itself and alternatives to pursue but it's an unhelpful kick in the guts at a crucial time. Nothing new for cwe though - it's never an easy ride where politics are involved.
