That wealth is in the hands of a few whom aren't interested in benevolent projects for the betterment of their citizens. In most of those countries (bar SA) a 2-3 room construction (very typical for families > 5 persons) can be built for less than $1000 USD - there is no way the HX can compete with 20 labourers at $10 day & $500-$800 materials.
