Ok, tell me when would be a better time for a director to sell...

Ok, tell me when would be a better time for a director to sell SOME of his shares? After a bad announcement? Well that'd be a clear cause for concern wouldn't it? Just out of the blue? As the share price is falling? Who would sell as the share price is climbing? He's still invested, if the company was going nowhere don't you think he would have dumped the lot?
