Frog, not sure you can use Browse as a guideline for their ability, experience and or efficiency.
COP was the operator and that means COP was in charge.
In Brazil KAR is the operator and KAR is in charge. The last time they drilled they were on time and on budget.
Also, converting an Oil find into production is a piece of Pxxx compared to GAS.
Different circumstances.....
