Can someone explain why banking software would need to be regional? How do they avoid competing against Oracle and SAP?

I completely understand how the COIN acquisition helps them, since wealth management is burdened by regulation and most providers want out of box solutions. I am less clear on whether the main financials used by a bank wouldn't better be addressed by a large financial software package like Oracle, customized by the bank to its market.
