In my book, that's spot on. Since I have little confidence in the leadership and because presumably past R&D has been botched and resources frittered away, then it seems to follow that if they are putting more resources into it, that will only increase the amount being frittered away. I have little faith here also

For this reason, its the leadership that needs sorting first, then any resourcing shortfall can be identified, then more resources can be allocated. When you can be trusted with a little and act responsibility then we can trust with more. But if you are not producing anything with the resources you have and you say its because you need more resources then............no sorry.
