    I feel like the RADI was priced in at 50c because at that time it was being discussed as a fait accompli. But we've gone past the expected time of announcement and the SP has sagged as a result of people feeling that it's not definitely happening. So in short, having the RADI was priced in at 50c and now not having the RADI is priced in at 29c.
