There is supply chain building materials inflation and bottlenecks.
New gins are much more expensive to build.
So the existing NAM plant becomes
more valuable.
Further with the high price of truck fuel, farmers will accept the local mill price.
There could be a better gin price down the road, but the transport costs are too high to avail of it.
