Again you are making reference as to why Antipa would be spending all this money "when they have very little cash in hand". I have already answered this. Antipa isn't. Looks to me this is part of the JV with RIO and RIO is currently footing 100% of the costs. Antipa have taken over the operatorship this year (being paid to run the JV exploration program) but RIO is funding. RIO has plenty of cash.
As to why they are putting in more permanent accommodation. No idea. But only seems positive to me.
