I think at present LCK doesn't have the cash at hand to fund the construction of the PCD.
If we are to receive funding it will mean no/little debt funding or share dilution from cap raising.
It would also be awarded by the same government department that would ultimately green light the commercial project.
I think the project stands on its own merits anyhow, but would be great on two fronts if it were granted.
