I like your command of the English (UK) language Baggy and must admit I had to look up "Slough of Despond", and came up with:
(A) The Slough of Despond ("swamp of despair") is a deep bog in John Bunyan's allegory 'The Pilgrim's Progress'.
and
(B) compliance with formal rules; "courtroom formality".
Maybe both applicable!
