I think the primary use for Badgery's Creek in the early phase will be for air freight and logistics. The warehouse and distribution network already set up along the corridor from Eastern Creek following the M7 is extensive. I imagine the curfew is quite a pain for the likes of DHL.

This might also help them to better tailor Sydney Airport to suit international travellers and free up more air space within the curfew hours.
