I don't think it means that at all. If it was a typical investor (fund manager etc), they would likely be looking for returns on their investment. The more perceived risk, the more upside they will want.
However this is a Sovereign Wealth Fund. They will more likely have two motives. A return on investment like any investor and also they would likely have invested to make sure that this project gets up and running ASAP for the benefit of Angola.
