European steelmaker are looking early for supplies of alloys for the last quarter. They've been reluctant to buy at the peaks and they currently have enough alloys to bide them through. However since they don't want to be caught short they're already looking to place orders for the 4th quarter this year.
I don't know who has got their knickers in a knot, but the information I provide is on the internet for public viewing.
