My Opinion only, but there is no such thing as a "recovery" for qfx, looking where it has come from to where it is now. A TO would really just be a bail out from the inevitable. I don't know what's going on behind closed doors at the moment but a TO would be a very brave move.
In saying that I'm still happy to buy and sell this stock making some good % gains for the time being, lol
