I just did a bit of research here and it’s actually sold as souvenirs not meant for consumption or to be opened.

It also has a very low THC content. While the branding in the article I’ve provided is different I think its safe to say that it’s basically hemp sold in a jar and marketed as cannabis though people in stores cannot encourage to smoke or open the contents... people do but highly doubt they’d get high in a country where it hasn’t been legalised.
