Hi Rob, no legal compulsion at all. Just that the nature of the coal reserve is that a lot of lower grade, say 20Mj/kg, product is generated and the export of that is not particularly cost effective due to price obtained, hence a sweetener to discarding or stockpiling is to burn it locally.
