    They are not getting money back from Westpac, as I understand it. They have been forced to keep money in short-term deposits as a bond against failure to deliver. If they are released from this obligation at the end of the FY, the cash then becomes available for use (i.e., it is already counted in the accounts, but cannot be used for anything as it is encumbered).
