what? i honestly have no idea what you're actually mean, because I would argue that those motivated by greed have a CLEAR distinction between the two, because they operate to the letter of the law and ethics takes a back seat unless the it is detrimental to their cause.
ignoring something does not mean you're unable to identify the difference between two things.
