i can tell you as a veteran of 6000 skyidves, TV is TV, and only body position or suit material can change that. if he goes to 200k and, please re-read my post "his suit is well made", he will only accelerate till he hits the stratosphere, at which point he will slow down till he reaches the same TV in the troposhere.
look, a guy who exits from 129k and opens a parachute at 5k will fly at the same speed as a guy who does a "hop and pop" at 5k and opens immediately.
if the parachute is well made, it will not explode at either height.
what you are asking is if the guy jumps out of the ISS will he burn up on re-entry.
and i am saying "not if the suit is well made" because he can go as high as you like and he still won't punch a hole through TV big enough to alter his troposhere speed.
