Does anyone else get the feeling that the jv negotiations are...

Does anyone else get the feeling that the jv negotiations are well advanced. The thing I can't get my head around is why Wei Hua group would have acquired and stored what appears to be large amount of equipment for the proposed steel mill unless it was 100% confident that it was happening and fast. These guys aren't going to let this take up valuable warehouse space for long, I expect things to roll out quicker than most think.
