There was a segment from a guest recently on money of mine (unfortunately I cannot remember which one) but he talked about the geopolitics of this and how the American government is aware china can render western rare earths uncompetitive and this is why governments are providing support. There's a national security element to it.
Australia is basically an American state so if the right conditions are met, I see no reason why this cannot flow through here.
