The quoted Biden reply above to the Reporter's question is missing his first two words, "We will".
So it is not a quote but a part quote of what Biden said. If a publisher cuts out a clear part of a reply to a question then an ellipsis should replace the words that are removed for brevity in my opinion or the quote risks being taken out of context.
The fact that Biden clearly started his reply with "We will" then quickly altered his tone and created a new sentence is important enough to include all he said in reply, especially when threats of war and nuclear weapon deployment hang in the air.
