Maybe they are not testing efficient fluid storage at this point, maybe they have. Twelve ZBM3 stacks in the one X10 stack prototype should need at most 1080 litres of fluid with the 10% reduction, some of which will be in the stacks, some in the pipework. The pumps are rather larger AC pumps. None of this bears much resemblance to the Illustrative design in the previous slide. The X10 is supposed to hold a number X10 stacks, perhaps they have decided it is more efficient supply all 10 X10 stacks or however many stacks there will be within the X10 with 2 IBCs.

Or maybe it could be because it is the initial prototype.
