Or is this a special case because Redflow batteries are modular, or heavy, or lighter or stackable or something. Modular, can be assembled, racked or stacked to size/capacity at 10 kWh increments, in a similar fashion to pretty much any other electrochemical battery can be other than larger flow batteries.

The project developers clearly had a specification in mind but I don't think it fits your proscription.
