Let's be frank - most of this post forms a cloak for what the poster is really trying to peddle; that is, restricting immigration for those who identify as Muslim. Anything else is really just 'fluff'; given those who immigrate to Australia are, mostly, already subjected to the above 'pre-conditions'. Also aspects of this post is mostly an opinion that would be difficult to substantiate (though I would like to see what can be substantiated, substantiated). Otherwise, it could appear as a post that seeks to appeal to be a base mentality.
Given the unlikelihood of a successful referendum (refer to Aus history on referendums), I think you would have a better chance of articulating your position by aligning with an existing political party, or starting your own political party, or standing as an independent. The referendum that you would be seeking would be an advisory (or plebiscite) referendum, not constitutional, and this does not require Parliament to adopt the outcome (even if a majority of people in the majority of the states voted yes).
