Mm3, you're right they have publivly keot their options open but in reality everything points to Darwin.
puting South Africa to one side, Australia would have to be up there with available commercial titanium, vanadium reserves , mainly WA, . 40 year lifespan for the refinery and the possibility of other suppliers must make more sence staying with plan A. Especially if TNG has been assured of NAIF. But who knows, this is a chess game that appears to have unlimited options. The one thing i can guarantee is that ill be wrong.
