Lets put the emotion aside for one moment.
It may just be that whilst the consolidation is being sorted out, behind the scenes the app is getting traction and negotiations are in progress to snack the support of a major partner. eg government body or corporation.
If either of these initiatives or similar are in progress and the app is now functioning as intended, then a global roll out may also be on the agenda after consolidation.
A suite of announcements along these lines along with a share registry of approx 40m shares is a new ball game.
There is a bigger picture that could be played out here.
