Voting rights, have nothing to do with a rights issue... A rights issue can be made to any class of security in a company, however if made to option holders-shareholder approval is needed irrespective of the placement size

That being said, I dont know who the current issue is labled for, for me its seems to be worded for option holders.. time will tell
