Can they even use German banks "Use of local insurance and financial services" that could mean anything.

"Indigenous Tanzanian companies given first preference in the grant of a mining licence" That certainly seems to open the door for Mr Tom Dick and Harriett Tanzanian mining company to pop up and snatch away any resource from the current holders hands and would seem to fit the bill for Africa and how it goes down in the gravy train world where it is special favours for the boys.

"Indigenous Tanzanian companies to have at least 5%  equity participation in mining company" Is that on top of the 16% the Government wants, so saying 21%.

This isn't going to be sorted out overnight and if it is not sorted out in 11 weeks tomorrow its all over and the new Tanzanian mining magnate and brother in law of the Presidents wives cousin strolls in and takes the lot and that wouldn't surprise me in the least knowing how africa works.
