    APT doesn't allow retailers to pass on its fee to consumers. I was wondering which regulatory body would be concerned with this ? Is it ACCC or ASIC or another I'm unaware of ?

    Is it possible in the future that retailers will be allowed to pass on the fee just as they pass on the fee for AMEX as an example ?
