Have no idea, thats a google worldwide search, seaching all the Marcus Locke's in the world. I doubt it is, the name is not that uncommon. The registrant of that Mako forex site is from Scottsdale, Arizona 85260. I thought Marcus was in or based in WA? Theres also a Marcus Locke based in the UK according to mr/mrs google "23 Sep 2007 ... Marcus Locke, for example, has 58 flats in unglamorous south London, and says his yields are still 8%-9%. Blimey. ..."
Now if you narrow the google search to only Aussy website you will see that Iluka resources page come up-Which seems more likely a profession for a consultant- A mining by products engineer. Even so I dont know if that's the man but more likely.
