I've seen this strategy before...
big investors will dump @ $.20 (in this case), which causes a flurry of smaller dumps from twitchy one-off or T3 investors. This activity should (and usually does) bring the price down considerably. The idea is they will buy back in @ $.15 (or less), hoping that the final announcement will take the SP to at least $.30 or more.
Check the depth and make your own conclusion.
