Haven't read the paper but doesn't this essentially mean that the capacity of the cell stabilises after the second cycle?

Usually you have to condition a lithium cell, for example, by cycling it a number of times before you can use it. During this process the capacity might vary until it reaches a stable or ideal Ah value.

I think this just means that a Mg cell would not require much conditioning to get it into a usable state after manufacture.
