release of shares

I'm reading the first paragraph of the announcement
as a confirmation of release from escrow
but not sure about the second paragraph;
does it give a past history of the escrows
or is it saying they are voluntarily renewed on an annual basis
i.e continuing?

The title of announcement is ''Release of shares from escrow''

Last year's title was ''Impending release of restricted securities''
followed by another with the title "Terms of voluntary escrow"

This indicates to me they are finally released.

Do I understand it correctly? Any comments?
