BHP could have negotiated this deal with the Eritrean government offering the 50/50 profit share in preparation for a takeover of STB. A 10mtpa production (once touted by management) is a threat to BHP $12b Jansen project.
Just like the CHN deal, a lot of political moves are hidden from the public.
