Horse before the cart. GSK need to give them a licence first. Approval for sale has been given but approval for manufacture is a matter for Simcere to acheive. That news article from the link that mk1997 posted stated that Relenza was imported so maybe it will be imported into China whilst Simcere get their act together.

GSK might have decided in the end they didn't want Simcere to manufacture Relenza so are simply importing it themselves. But who is going to provide the extra manufacturing capacity if that's the case ? Chances are Simcere need more time to get their act together.
