This is where the Indian parliament referred to ECT and the R&D project.

Broadly speaking, it looked like the response was that grants can't be given to particular companies directly.

Something happened in the Lok Sabha yesterday where these particular documents were discussed once again, & I think it has everything to do with the MPA delays. IMO a stab in the dark by me is that NLC is trying to get govt grant approval first before entering MPA.
I wonder if anyone can use this as a lead for more information.
