I see that you're back with more baseless hypotheses. Regarding your metaphor for management's actions as falling over and over, you forget that they keep getting up- we are still in the game! A foot in the door (since you like metaphors)

IMO, a better metaphor is that they have stumbled a few times, but they keep moving forward. For example, but not limited to, BM upgrade, India project, Victoria tests, ELF program, ECT finance, etc.

Management was specifically picked for their expertise in Indian relations. It is well known that Indians move slower than most other countries, but we have a foot in the door. If we were to receive regular treatment, i.e. just like everyone else, then everyone would have their proverbial foot in the door, and we would most probably STILL wouldn't be under review by NITI.

You mentioned that we are wasting OUR time with NITI. Maybe a better question is why are they still reviewing US? Maybe they see lots of potential in our TECHNOLOGIES? Otherwise why would they waste their time? Remember that even after all this time, we still have a foot in the door. Not everyone, ECT.

And lastly, I could sum up all this by saying that just because we haven't got what we want- yet- doesn't mean that we have failed. It means that we have stumbled, but are still moving forward. Don't get me wrong, I'm as frustrated as the next holder. But ECT have set great goals, which will take time to achieve.
