Indeed, I hope ASM is part of the RE cooperation chain, (being one of the "metal factories in Chungcheongbuk-do" mentioned in the article) but it doesn't sound right for the local government to support setting up another joint venture to import oxide (and potentially another metal factory) after they "agree to provide administrative assistance" to ASM.
The only explanation I can think of is the SK government wants to have direct control of the feedstock supply. So they would support a domestic firm dealing with VTRE instead of ASM.
