I have always taken the wording " a mix of equity, supported by off takes and debt" to mean that they are looking for a partner to take a large stake in either ASM holding company or the wholly owned subsidiary that owns Dubbo. I assume that a CR will probably, but not necessarily, form part of the funding.
POSCO fits the bill for an equity partner.
