The project is not consistently a failure. Due to the nature of resources tied to geopolitical fights and required a big funding aka support from the government to build the mine in which we only see it on the last 18mths, it was somehow an abandon child back then. In addition, the spot price was collapsed too and started to rally in 2021.
have you checked ARU? its SP was a penny dreadful in 2015 and took 8years of pain to get where they are now and even their current SP has not hit their old ATH.
