I think it could be many things.
Off takers aren't ready. Everyone was riding off China's tail and they are now trying to catch up once they realised China is for their own industries and not there to help the rest of the World. They want to sell finished products not metals so they seem to be controlling prices and making it very hard for competitors.
We might not have the supply of raw materials or at least that is a risk. Vietnam was a big chance to alleviate that but not sure what is happening there now, but it wasn't going to happen for a while yet anyway.
It seems though there is a lot of talk about the supply chain diversification across multiple minerals, but they sure don't seem to be in any hurry to support companies that can help.
Have a look at Champee's video on the other thread. There seems to be a lot of head shaking as to what is going on.
