Issue price could be anything. I am of the opinion that they don't want to dilute the share market by pushing the issue price out by a month as there may be positive news on the near horizon which would increase the VWAP, hence issue less shares at a higher price. Otherwise they could have already finalised the VWAP based on current prices and locked in it for that issue price.
