    The first link takes you to the Chinese EPA public notice for feedback in reference to the latest Jiangsu upgrade/renovation. Feedback is requested over February 24, 2014 - March 7, 2014.

    Second link has a bit more info. Says the Jiangsu plant was completed in August 2013, and goes into further detail about enviro impact of latest upgrades. No mention of a conspiracy.

    Please, anyone, explain the proposed conspiracy? Is this a red herring? Is this barking up the wrong tree??
