That's not how greater China, and especially in business areas near Shanghai etc, works at all. The comment that "NO LAW whatsoever, worldwide, enforceable in China" is quite naive - technically correct, but in practice, incorrect. NPC quite concerned when something is not done correctly.... lots of examples, very public examples to be accurate, when things are done wrongly.
