    ITEM 10.3

    URBAN DESIGN STUDY OF THE BLOCK BOUND BY ALFRED - PITT - DALLEY AND GEORGE STREETS SYDNEY AND ASSOCIATED LEP AND DCP AMENDMENT

    It is resolved that Council:

    (A) note the Urban Design Study of the block bound by Alfred, Pitt, Dalley and George Streets, Sydney, shown at Attachment A to the subject report;

    (B) commence the process to amend the Sydney Local Environmental Plan (LEP) 2005 to include the scheme provided by the Urban Design Study as an alternative
    scheme in the LEP, with the amendment to be known as “Sydney Local Environmental Plan 2005 (Amendment No 2)”;

    (C) prepare Sydney Local Environmental Plan 2005 (Amendment No 2) in accordance with the Best Practice Guideline published by the Department of Urban Affairs and
    Planning in January 1997 titled, “LEPs and Council Land – Guideline for Councils using delegated powers to prepare LEPs involving land that is or was previously owned or controlled by Council”, shown at Attachment C to the subject report, as it involves Council owned land;

    (D) notify the Director-General of the Department of Planning of its decision to prepare Sydney Local Environmental Plan 2005 (Amendment No 2) in accordance with
    section 54 of the Environmental Planning and Assessment Act, 1979;

    (E) amend section 2.12—Design Guidelines for Significant Sites (and any other consequential sections) of the Central Sydney Development Control Plan (DCP) 1996 to include the scheme provided by the Urban Design Study as an alternative
    scheme in the DCP; and

    (F) consider flexibility in building height on the lower building, subject to a corresponding decrease in height to the tall tower and the achievement of adequate daylight into the central open space, for the International Design Competition for Valad’s site at 1 Alfred Street, Sydney (Goldfields House), and that the competition winning design be used to inform the final heights during the LEP preparation process.

  3. (NoteAt the meeting of the Planning Development and Transport Committee, this recommendation was moved by Councillor McInerney, seconded by the Chair (the Lord Mayor), and carried unanimously.)

    Gold Fields House is a landmark building within the core of Sydney CBD and tourism precinct.

    Valad’s development business (21%),
    Stichting Pensioenfonds ABP (40%)
    and its Australian V-Plus Fund (39%)

  5. the Gold Fields House development will comprise up to 37,500 square metres of developable floor space.

  6. Valad has received Stage 1 Development Consent for the Gold Fields House redevelopment project at Sydney’s Circular Quay.

  7. The approval from the City of Sydney Planning Committee is a milestone for Valad which will now proceed with an international architectural competition to create a world-class complex which will feature a significant residential component.
