Just cutting wages sounds good in theory, but you actually do need to have skilled staff running and maintaining industrial plants, get the balance wrong and efficiencies and quality can be seriously affected.
would you consider getting a cleaner to come and build your house because you could pay him less?? Or would you actually expect to attract a good builder to come and build your house when you were paying cleaners rates?
